MINUTES

Present: Brian Joy (chair), Ron Davies, Maurice Taylor, Sally Robertson

In attendance: Herefordshire Council Ward Councillor Pauline Crockett, Parish Clerk Hazel Philpotts, 3 members of the public

  1. Apologies for absence received from Alan Paske
  2. Declarations of interest and written requests for Disclosable Pecuniary Interest dispensations: none
  3. Minutes of the last meeting (22nd May 2018) were considered and adopted (proposed by MT seconded by RD).
  4. Public participation neighbours of site of proposed new building at Upper Lyde Farm attended the meeting and expressed concern with regard to water run off which at present is stated will be taken away by soakaways however for the size of building it is thought quite likely soakaways could be unable to cope with the volume of rainwater. This may affect a local business and orchards which are very close to the building, also the application does not show the direction or number of proposed soakaways, they should be commensurate with the anticipated volume of rainwater.   Neighbours would like more information on how the proposed rainwater will be adequately dealt with.  The height of the building is also of concern as it would have an impact on the character of the rural setting, although it is a similar height as other fairly new buildings the accumulative effect could be considerable.  It was suggested that the building would have less impact if located on the other side of Upper Lyde Lane nearer the farmhouse.
  5. Planning
    1. Consider and agree response to planning application for agricultural storage building at Upper Lyde Farm (application 181886) councillors discussed the points raised during the public participation and agreed to endorse the comments and concerns. Proposed by MT seconded by RD. The following comment was approved for submission to Herefordshire Council:
      Pipe and Lyde Parish Council informed neighbours of the planning application for a proposed agricultural storage building at Upper Lyde Farm and discussed the proposal at a public meeting.
      Concern was expressed by neighbours with regard to water run off which the application form states will be taken away by soakaways.  However, considering the size of the proposed building it is thought likely that soakaways could be unable to cope with the volume of rainwater.  If this is the case it may affect a neighbouring local business and orchards which are very close to the building. The application does not show the direction or number of proposed soakaways, neighbours are particularly concerned that they should be commensurate with the anticipated volume of rainwater.   More information on this aspect of the proposal would be appreciated and would help allay the neighbours’ apprehension.

  6. Report by Herefordshire Ward Councillor Pauline Crockett:
    Phase two of city centre improvements have begun (in front of former Chadds premises, and Widemarsh Street)
    Full Council last month voted on the new code of conduct, transparency and openness will be adhered to, declarations of interest will have to include membership of societies such as Freemasons.
    Waiting for further info on bypass route, discussed at Cabinet end of June. Another consultation after route is announced.
    Cllr Crockett has been working with safer roads partnership regarding speeding on Church road awaiting a report on recommendations. Lead officer for safer road partnership has visited the area to assess the situation.
    Cllr Crockett was impressed with the turnout for the litter pick and churchyard clear up.
  7. Update on crime prevention and property marking event: Friends of Lyde Meeting Place holding a coffee morning on Saturday 14th July for Friends coffee morning, PC clerk to contact Crime Prevention Officer to see if event can be organised for the same time.
  8. Items for next agenda: carry forward from last meeting plus code of conduct, data protection. Flytipping. Update on salt bin locations.
